Gerald M. "Jerry" Howard

Biography

Jerry Howard is a seasoned housing professional with experience across the spectrum of housing policy, construction and advocacy. He is the founder and President of The Howard Group, LLC, a consulting firm based in McLean, Virginia. Its clients include financial groups, construction related businesses, trade associations and housing consumers.

National Association of Home Builders

From 1988–2023, Mr. Howard was employed by the National Association of Home Builders, where he served as Tax Counsel, Vice President for Legislative Affairs, Senior Vice President for Government Affairs, and President and Chief Executive Officer. During his tenure as CEO, he guided the association through the housing boom of the early 2000s, the Great Recession, and the COVID pandemic.

Prior Experience

Prior roles include time as the Chief Lobbyist for the National Council of State Housing Agencies where he was instrumental in the creation of the Low Income Housing Tax Credit, and the National Association of Realtors where he served as a Legislative Analyst.

He is an accomplished public speaker and has extensive experience with both electronic and print media.

Boards & Community

He has served on the Boards of the National Building Museum and McLean Youth Football. As a member of the Parish Counsel of St. Luke Roman Catholic Church he was chairman of the Construction Committee.

Education

Mr. Howard holds a Bachelor of Arts degree from the University of Vermont and a Juris Doctor degree from the University of South Carolina.

Personal

His hobbies include fitness, scuba diving, boating and collecting antique weapons. He and his wife, Christina, split their time between McLean, Virginia and South Hero, Vermont. They have three adult children.
